Whee, getting obscure with the kiddies again! 
This little lady is from the TV series, Buzz Lightyear of Star Command, which is one of my absolute favorite cartoons.
It's simply too funny and sweet not to love. And then there's the designs. The designs in the show are freaking awesome. Some of the characters only appear once (like Savy here), and yet their designs are so unique and memorable (and they even bothered with like... patterns and accessories for these guys). Amazing!

Great to see fanart of a memorable episodic character. Lloyd in Space and Buzz Lightyear were my faves from back in the day <3
